The Baltic Postal Union (BPU) is run by the president - one of the top managers of the postal operators comprising the Union elected for a term of office of one year according to the principle of rotation. The president of the Union elected for 2012–2013 was Māris Kleinbergs, Director General Latvia Post, who took over this position from Estonia. Activities of the Union are temporarily suspended. |
Areas of activity |
Aims of the Union members: development of links between Baltic and other countries in the area of international mail; coordination of settlement of the most important international problems between Baltic postal operators; development of services satisfying the needs of corporate customers of the region; sharing experience in addressing the issues of philately, quality fulfilment, terminal dues, logistics, etc. |

The Quality Fulfilment Committee is governed by the supreme managing body - the Management Committee run by the Chairman. Traditionally the President of BPU is elected the Chairman of the Committee and the duties of the Vice-president are performed by the representative of NPU. |

The Union has been established as an attempt of the Baltic States to assimilate accumulated Nordic experience in the areas of organisation of the postal processes, improvement of the quality of services and terminal dues. During regular meetings the terminal dues systems designed by the Universal Postal Union (UPU), “PostEurop”, and the International Post Corporation are analysed, the quality fulfilment models are examined and developed, and preparatory works for UPU congresses and “PostEurop” plenary meetings and forums are carried out. The Committee consists of 2 WG: Operations and Quality of Service WG and Terminal Dues WG. |

PostEurop is a regional union subordinate to the Universal Postal Union. The Association is governed by the Secretary General, the annual Plenary Assemblies and the Management Board, the Headquarters, committees and WGs subordinate to them. Since 2009, Botond Szebeny has performed the duties of the Secretary General of PostEurop. |

The Plenary Assembly determines the objectives and strategy of the Association, the Management Board is responsible for the implementation of strategic goals, the Headquarters is in charge of the daily management, summarises positions of the Association members in dealing with common matters and carries out the task of promotion of the Association. Topical matters are dealt with and addressed by specialised WG united by respective committees. The European Union Affairs Committee unites the following WGs: Postal Directive, VAT, Services of General Interest, WTO / GATS, Aviation Security, Transport and Energy Legislation, Public Procurement, Data Protection,E-Commerce Green Paper, and E-identification; under supervision of this Committee, monitoring activities are conducted on standardisation, financial services legislation, and digital services. The UPU and Restricted Unions Affairs Committee unites Letter and Parcels WGs. The Committee of Operational Activities covers Quality of Service and Operations WGs as well as Terminal Dues, Advanced Economic Solutions, and Retail Network Forums. The Market Activities Committee has the following bodies: Market Activities WG, European Mail Industry Platform, Stamp and Philately WG, and Print power Project.The Matters of Corporate Social Responsibility are dealt with by Environment WG, Health WG, Training WG, Social Affairs Committee, and Societal WG. Customers WG, Crisis and Security Managers WG, SAFEPOST Project WG are working under the umbrella of Security and Customs Transversal in cooperation with Aviation Security WG and Transport&Energy Legislation WG. The Universal Postal Union (UPU) consists of the following managing bodies: the Congress, the Council of Administration represented by 41 member countries, the Postal Operations Council comprising 40 member countries, the Consultative Committee and the International Bureau (IB). Since January 2013, the International Bureau is run by the Director General Bishar Abdirahman Hussein. |

The Congress convened every four years is the supreme authority of the UPU and focuses on the principal strategic, operational, quality of services, market development, competition, application of legal acts and other matters. The Congress elects the IB Director General and his deputy, members of the Council of Administration and Postal Operations Council, and establishes the budget for the coming four years. The XXV Congress took place in 2012 Doha (Qatar) from 25 September-15 October. The XXVI Congress will be held in 2016 in Istanbul. The Council of Administration ensures the continuity of the UPU’s work between Congresses, supervises its activities, studies regulatory, administrative and legal issues, approves the biennial budget and accounts of the UPU, and annually updates the UPU Programme. Areas of activity of the Postal Operations Council: operational, economic and commercial aspects of the provision of international postal services; after each Congress – review of the UPU Convention and its Regulations. The purpose of the Consultative Committee is to represent the interests of the postal sector and provide a framework for effective dialogue of the interested parties. The Consultative Committee consists of 19 NGOs representing customers, delivery-service providers, workers unions, suppliers of goods and services to the postal sector, and individual and company organisations that have an interest in the universal postal services. The International Bureau provides logistical and technical support to the UPU bodies, serves as an office of liaison, information and consultation and promotes technical cooperation between the Union members. The union has established EMS and Telematics Cooperatives. The latter’s operational arm is the Postal Technology Centre that manages the following main activities – the worldwide postal electronic communication network Post*Net, the international postal system IPS and the international financial system IFS. Since 1972, the Universal postal Union together with UNESCO has organised the international youth letter-writing competition. |

The Corporation designs technology products aimed at the reduction of environmental pollution (EMMS system), control of operational processes (CAPE, UNEX, RFID, MEDICI), and improvement of customer service (CSS), offers postal services adapted to market needs (EPG (e-parcels)) and models of settlements for mail deliveries (REIMS). |
